Why do I need to pay for filing a response to the lawsuit?

According to the Centre's Regulations, arbitration proceedings incur a fee for both parties. Therefore, the claimant in the case of filing a suit, as well as the respondent when answering the suit, is required to pay an arbitration fee.
This solution aims to limit the possibility of deliberate protraction of proceedings. Thanks to it, parties engage in a dispute only when they genuinely believe in the strength of their arguments.
It also corresponds to similar solutions in common courts (where, for example, objections to a payment order or appeals against a default judgment are subject to court fees).
